Executive Decisions

To appoint representatives to fill vacancies on the Standing Advisory Council on Religious Education.

That the following appointments be made to the Bracknell Forest Standing Advisory Council on Religious Education (SACRE):

a) Ebrahim Walele, Islamic Representative (Group A: Christian denominations and other religions) 

RESOLVED that pursuant to Regulation 21 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2000, members of the public and press be excluded from the meeting for the consideration of items 12 and 13 which involves the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

(3)        Information relating to the financial or business affairs of any particular person (including the authority).

That the Executive Member confirms that the Council will not place public money at risk by agreeing to underwrite the South Hill Park Trust’s pension arrangements as has been requested and that the Leader responds to the letter from the Trustees, indicating this.

1          The formal “making” (keeping in legal force) of the Crowthorne Neighbourhood Development Plan to continue to form part of the statutory Bracknell Forest Development Plan pursuant to Section 38A(4) of the Planning and Compulsory Purchase Act 2004 (as amended) be approved; and,

2          The form, content and publication of the Decision Statement (set out in Appendix B of the Executive Director: Place, Planning & Regeneration’s report) be approved pursuant to Regulation 19 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

1          Consideration be given to further financial support for Everyone Active if required for the period from quarter 2 of 2021/22 dependant on usage and based on actuals through the quarter, with any decision to be taken at the end of the quarter.

2          This principle for support be applied to the rest of the financial year 2021/22

To seek approval to spend up to £180,000 of S106 affordable housing commuted funds to ensure the Council has suitable temporary emergency affordable housing for residents.

That spend of up to £180,000 of Section 106 affordable housing commuted funds be approved to allow a one bed wheelchair accessible single storey modular building to be placed in the rear corner of Tenterden Lodge, Wokingham Road, Bracknell, to ensure the availability of suitable temporary emergency affordable housing for residents.

Executive oversight and endorsement of Bracknell Forest Council’s continued membership of the Children’s Residential Care Consortia Framework for a further 3 years in line with the contract conditions.

1          The Council’s continued membership of the of the CRC Consortia Framework be endorsed during the permitted extension period of 3 years (September 2021 – September 2024) with participation in the extension process being led by Southampton City Council.

2          That an annual fee be paid to Southampton City Council of £1,015.94 for each year of the extension, covering the procurement costs and provision for future call-offs made on the Framework by the Council which do not exceed £9,000,000 over the 3 years of the framework extension.

That the International Holocaust Remembrance Alliance working definition on antisemitism be recommended to Council for adoption.

That Council agrees a supplementary capital approval of £604k to fund the costs for Option 1 (Phase 1) of the Time Square project in the 2021/2022 capital programme.

That the strategic procurement plan for the design development and construction works to create a new depot facility be approved.

To update the committee on the regeneration of Bracknell Town Centre

      i)        That the contents of the report is noted.

     ii)        That the selection of the following events companies to support the town centre economic recovery are endorsed:

(a) `Bakehouse’ to deliver an installation and associated activation events and promotions to be staged in the summer 2021, and

(b) `We are Placemaking’ to devise further activation events for 2022.
