To approve as a correct record the minutes of the meeting of the Council held on 19 March 2024.

RESOLVED that the minutes of the Council meeting held on 19 March 2024 be approved and signed by the Deputy Mayor as a correct record.

Members are asked to declare any disclosable pecuniary or affected interests in respect of any matter to be considered at this meeting.

Any Member with a Disclosable Pecuniary Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest. If the Disclosable Pecuniary Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

Any Member with an affected Interest in a matter must disclose the interest to the meeting.  There is no requirement to withdraw from the meeting when the interest is only an affected interest, but the Monitoring Officer should be notified of the interest, if not previously notified of it, within 28 days of the meeting.

The Deputy Mayor reported on her activities since the last Council meeting, which

included updates on the following:

·       Launch of new area for homes in Warfield Park

·       Bracknell Choral Society

·       Ancient Egypt exhibition by Years 3 and 4 at Newbold College school

·       Citizenship ceremonies

·       Swearing in of the new High Sheriff of Berkshire at the Crown Court, Reading

·       Update on the Mayoral Charity

To receive the Leader’s report on the work of the Executive since the Council meeting held on 19 March 2024.

The Leader of the Council, Councillor Temperton, presented the report on the work of

the Executive since the Council meeting on 19 March 2024. The Executive had

met once since the last Council meeting, on 19 March 2024, prior to the Council meeting on the same date.

The Leader highlighted the matters that had been considered within her presentation:

In answering a Councillors question regarding the Highways and Transport Capital Programme, the Executive Member for Planning and Transport responded stating that there had been an increase in the capital budget for 2024/25 and that the split for highway maintenance was 57% from Bracknell Forest Capital whilst 43% came from DFT grant funding. Assurance was also given that the capital budget was more than just highway maintenance with money allocated to identified infrastructure projects as part of the budget setting process.  The Executive Member also provided the breakdown of the government grants given to other Berkshire authorities which wasn’t a direct comparison given the size and scale of each area.

The Leader also noted the correction raised in paragraph 5.5.2 relating to the Council Plan Overview Report for quarter 3, where the two red actions would be 2% rather than 1%.

There being no recommendations to Council, the report of the Executive was noted.
