Following election, the Mayor will make the Declaration of Acceptance of Office.

Following appointment, the Deputy Mayor will make the Declaration of Acceptance of Office.

To elect the Leader of the Council for the 2005/2006 Municipal Year.

(a)        To note the Members appointed by the Leader to serve on the Executive for the 2005/2006 Municipal Year;

(b)        To note the delegation of Executive functions made by the Leader for the 2005/2006 Municipal Year;

(c)        To note the appointment and terms of reference of Executive Committees, Sub-Groups and Advisory Panels; and

(d)        To note the appointments to external organisations appointed by the Leader.

To appoint Council Champions in accordance with Article 10 of the Constitution.

To consider the following Motion by Councillor Bettison

(a)        That the following Members be appointed to the named portfolio area as Executive Support Members

(nominations to follow)

(b)        That Executive Support Members shall have the following duties:

(i)         to assist, support and advise the relevant Executive Member in the exercise of his or her responsibilities,

(ii)        to carry out particular tasks and projects as agreed with the Executive Member from time to time;

(iii)       to attend public and private meetings of the Executive as an observer and in the absence of the Executive Member to propose motions and speak (but not to vote);

(iv)       in the absence of the executive member to speak at meetings of the Council on matters relating to the allocated portfolio area.

(c)        That Executive Support Members may serve on Scrutiny Panels and working groups provided that they must withdraw from any discussion of matters within the portfolio area in which they act as Executive Support Member.  It would therefore be inappropriate for Executive Support Members to act as chairman or vice chairman of a scrutiny panel.

(d)        that Executive Support Members shall not be appointed to the role of chairman or vice chairman of the Licensing & Safety Committee or the Planning & Highways Committee

(e)        That the Constitution Review Group be asked to consider any consequential adjustments to the Constitution to reflect the creation of these posts and to bring forward recommendations to the next ordinary meeting of the Council.

To consider the report of the Director of Corporate Services and Resources

Notice is hereby given, in accordance with Regulation 20 of the Local Government (Committees and Political Groups) Regulations 1990, that the Council shall consider a proposal under this item to make alternative arrangements to the proportionality rules in respect of (a) the allocation of equal numbers of seats to the party groups on the Standards Committee (b) the inclusion of the Licensing & Safety Committee with ordinary committees for the purposes of the allocation of seats to party groups; and (c) the allocation of seats on overview and scrutiny committees, having regard to the proportion of seats held by the Non-Executive Members of the Council.

To approve the appointment of representatives to serve on the external and other organisations (except those appointed by the Leader, pursuant to Item 9).
