Members are required to declare any personal or prejudicial interests in relation to items on the agenda.

Minutes:

Councillor Barnard declared a personal interest in agenda item 6 as his wife had worked for a company referred to in the report.  He indicated that, although technically only a personal interest, he would rather leave the meeting and take no part in the discussion, given the nature of the interest.

RESOLVED that the minutes of the meeting of the Committee held on 19 March 2007 be approved and signed by the Chairman as a correct record.

To consider the following motion:

                                        

That pursuant to Regulation 21 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2000, members of the public and press be excluded from the meeting for the consideration of items 6 and 7 which involve the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

 

(3)        Information relating to the financial or business affairs of any particular person (including the authority).

The Executive considered reports containing exempt information on the following items.  The decisions taken are detailed in the attached decision sheets and summarised below:

Civic Hub - Update

(Assistant Chief Executive)

 

This report will follow in order to include the most up-to-date information and plans as discussions regarding the Civic Hub are ongoing.

Minutes:

RESOLVED

 

1          That the concept design report be endorsed, noting the  following outstanding issues :

 

·                     The need for further information on the materials and design of the external elevations.

 

·                     A firm commitment to support the Council’s Combined Heat and Power strategy for the civic campus.

 

·                     Minor additional corrections requested by the Council’s project manager.

 

·                     Satisfactory review of the supporting cost plan.

 

2          That the inclusion of a passenger hoist lift in the library (to be provided as part of the Council’s fit-out) be considered further by the Civic Centre Project Board having regard to the durability of the hoist.

 

3          That the approach outlined in the report to progress the designs of the New JubileeGardens be endorsed.

 

4          That formal sign-off of a revised Stage C report be delegated to the Chief Executive in consultation with the Civic Hub Project Board, scheduled for 29 June.

Bracknell Town Centre Regeneration - Update

(Chief Executive)

Minutes:

RESOLVED

 

1          That the Executive be recommended:

 

(i)                  To dispose of the Old Manor Car Park for the relocation of uses and premises affected by the Compulsory Purchase Order  with a  preference for a deal based on option 3 outlined in the Assistant Chief Executive’s report; and,

 

(ii)        That authority to complete the negotiations for such disposal be delegated to the Chief Executive in consultation with the Leader; and

 

2          That the progress of the regeneration project and the work programme attached as appendix A be endorsed
