To approve as a correct record the minutes of the meeting of the Committee held on 18 July 2024.

Minutes:

The Chair made the following statement relating to the minutes of the meeting held on 18 July 2024. Since the last committee I have been advised that the motion raised at the last meeting would not fall under the terms of the Planning Committee which does not have a policy making remit.

 

As such I have spoken with the Assistant Director Planning, who has provided information on noise related guidance that the Council could consider taking forward.  This has been welcomed by the motion proposer. As such I intend for this matter to be pursued outside the formal planning committee. Once a draft of the guidance has been prepared and discussed with the Executive Member, I have asked that it be shared and discussed with the members of the committee.

 

Following this statement the minutes of the meeting held on 18 July were approved as a correct record.

Declarations of Interest

Members are asked to declare any disclosable pecuniary or affected interests in respect of any matter to be considered at this meeting.

 

Any Member with a Disclosable Pecuniary Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest. If the Disclosable Pecuniary Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

RESOLVED that following the completion of a planning obligation under Section 106 of the Town and Country Planning Act, 1990, relating to the following measures:

 

·   A minimum of 35% (15 dwellings) with a mix that generally reflects the type and size of market housing

·   A financial contribution towards improvement and maintenance of community facilities at Carnation Hall.

·   On-site Biodiversity Net Gain maintenance obligations and Monitoring Fee.

·   SuDS maintenance obligations and monitoring fee.

·   Provision of a minimum of 0.22 hectares on-site Open Space of Public Value (OSPV) and commuted maintenance sum if to be transferred to the Council and provision or contributions towards Active OSPV

RESOLVED that Following the completion of planning obligation(s) under Section 106 of the Town and Country Planning Act 1990 relating to the following measures;

 

·       A requirement to enter into an agreement with the Highway Authority under sections 38 and 278 of the Highways Act

·       Securing Private Accesses and Footpaths (PAF) Scheme if there are roads/footways/cycleways to be constructed to adoptable standard but not adopted.
