Purpose:

To consider commissioning an external organisation to develop and deliver an accessible children and young people’s tier 2 weight management service that will support overweight and obese children to reduce their BMI centile and learn how to maintain a healthier weight.

Decision:

Executive Director: Place, Planning & Regeneration approves the report which authorises a proposed contractual term for a duration of up to 3 years with a total contract value of £375,000 over the period of the contract.

Reasons for the decision:

The most recent data from the National Child Measurement Programme (NCMP), shows that between 2019-20 and 2020-21, obesity rates in both reception-aged and year 6 school children has increased by around 4.5 percentage points, the highest annual rise since the National Child Measurement Programme began in 2006/07. Children living in the most deprived areas were more than twice as likely to be obese, than those living in the least deprived areas.

 

In 2019/20, 19.4% of Reception children and 32.7% of Year 6 children had excess weight (overweight or obese) in Bracknell Forest. The prevalence of obesity (including severe obesity) in school-aged Reception children has increased locally from 6.7% in 2015/16 to 10.2% in 2019/20. The prevalence of obesity (including severe obesity) Year 6 children has increased from 15.4% in 2015/16 to 18.4% in 2019/20.

Alternative options considered:

Option 1: No service/intervention. This will mean that children with overweight and obesity have no access to weight management services which could potentially leave them at risk of conditions such as diabetes in the future.

 

Option 2: Procure an evidence-based children and young people’s weight management service to support children and families to make long term behavioural changes to a healthy weight
