The purpose of this report is to approve the main works contract for the construction of the Blue Mountain Community and Health Care Hub in line with the procurement plan, and to note the partnership arrangements with the Frimley Clinical Commissioning Group (CCG) as per the draft Project Agreement (Addendum). A procurement plan tailored to the specific requirements of this project was approved by the Executive in December 2019.
That the Executive Director: Place, Planning & Regeneration in consultation with the Executive Member:
i. Approves the award of a contract for the main works for the Blue Mountain Community and Health Care Hub redevelopment within the budget approved by the Executive in October 2021, the contract sum for the main works is set out in Appendix A.
ii. Agree that the Council continues to work in partnership with the Frimley Clinical Commissioning Group by entering into a project agreement (addendum) for the next stage, which is included in Appendix C.
The Executive approved at its meeting on 19 October 2021 to approve the community centre budget and agreed to forward fund including ancillary costs), the capital costs of the Health part of the building, on the basis that the consequent capital financing costs will be covered by any capital contributions secured by the CCG and/or the long-term rental income from the Health provider.
The design and cost plan has been developed through the pre-construction services agreement using the London Construction Framework for a two-stage tendering process. Alternatively, the Council could procure the works stage contract by organising a new procurement exercise but this would lead to significant delay in meeting the requirements for the health funding.
