The purpose of this report is to seek agreement to a range of budget virements, as required under the Council’s Financial Regulations.

1          The Executive Director: People approved the virements proposed in columns 1 and 2 of Annex A and Annex B of the Finance Business Partners’ report.

 

2          The Executive Member for Children, Young People and Learning approved the virements proposed in columns 3 and 4 of Annex A of the Finance Business Partners’ report.

 

3          The Executive Member for Adult Services approved the virements proposed in columns 3 and 4 of Annex B of the Finance Business Partners’ report.


21/03/2019 - Proposals for the 2019-20 High Needs and Early Years Block Elements of the Schools Budget ref: 2925    Recommendations Approved

To agree the 2019-20 High Needs and Early Years Block Elements of the Schools Budget, including the operation of the Early Years Funding Formula for providers and associated units of resource.

Decision:

1          That, with regard to the Early Years block element, for the 2019-20 financial year:

 

1.         The total initial Dedicated Schools Grant funded budgets be set at £7.566m.

 

2.         The hourly funding rates paid to providers of the free entitlement for 3 and 4 year-olds be retained at the amounts paid in 2018-19.

 

3.         The hourly funding rate paid to providers of the free entitlement for 2 year-olds be retained at the £5.46 paid in 2018-19.

 

4          A ring-fence be set on funding allocations received from the government in respect of the Early Years Disability Access Fund and Early Years Pupil Premium to ensure where affordable, all funds are allocated to providers.

 

2          That, with regard to the High Needs block element and noting an amendment made by the Schools Forum in relation to the Autistic Spectrum Disorder Resource Provision at Garth Hill College, for the 2019/20 financial year:

 

1.         The total initial Dedicated Schools Grant funded budget be set at £15.409m.

 

2.         The £0.144m budget gap that will need to be managed in-year through the change programme be noted.

 

3.         A Minimum Funding Guarantee for Kennel Lane Special school of plus 0.5% be approved, the same amount as for mainstream schools.

To seek approval for Bracknell Forest Council to re-join the pan-Berkshire

shared arrangements for Public Health.

i.      from 1 April 2019 to enter into an agreement with the Public Health

Shared Team to share the services of the Strategic Director of Public

Health (SDPH) and receive support from the Public Health Shared Team

for health intelligence, health protection and strategic leadership for health and wellbeing.

 

ii.     a Consultant be recruited in the Public Health post to lead the Bracknell Local

Public Health Team reporting to the Executive Director: People.

 

iii.    Bracknell Forest Council will continue to act as host for the Berkshire Shared Public Health Team and host the SDPH with all costs shared with the other five Berkshire

            Councils.


12/03/2019 - Proposal for an Integrated and Delegated Continuing Health Care Service Across East Berkshire ref: 2917    Recommendations Approved

To endorse a proposal for the development and implementation of an integrated and delegated Continuing Health Care Service across East Berkshire in partnership with the East Berkshire CCG, Slough Borough Council and the Royal Borough of Windsor and Maidenhead

The Executive is asked to consider the redevelopment of the Heathlands site to provide a 64 bed elderly and mentally infirmed nursing home in partnership with the CCG based on a business plan for the future operation of services on site.

·  develop the detailed design, progress a Planning application and procure a contractor for a replacement Heathlands facility.

 

·  confirm Provider arrangements to enable a full assessment of risk/

opportunity.

 

ii.     a further update on the proposal be received alongside its consideration of the proposed contractor appointment, including clarification of Provider arrangements, to ensure that the Council’s overall level of risk exposure is fully evaluated.

12/03/2019 - Highway Maintenance Works Programme 2019-20 ref: 2919    Recommendations Approved

The Council makes provision for highway maintenance schemes as part of its overall budget allocation. The funding is then targeted according to highway condition. In order to ensure most effective use of resource and the early booking of the plant and equipment, approval is sought annually to approve the targeting of funding to a those roads identified on a rolling list as being in greatest need.
