Executive Decisions

The Executive Member for Planning and Transport agrees:

      I.         the Council’s response to the Submission version of the Winkfield Neighbourhood Plan (Regulation 16) as set out in Appendix A, and

     II.         to submit the Plan for Examination (Regulation 17)

      I.         That the formal objections received during the statutory consultation process

and the corresponding Officer comments are noted.

     II.         That the position regarding local ward Members comments received during the informal consultation process is noted.

   III.         That the Borough Solicitor be authorised to make the Traffic Regulation Order in relation to the proposals detailed on drawing 5312/001

To share plans to recommission an experienced provider to develop and deliver an accessible and effective smoking cessation service from April 2023 to residents and those who work in Bracknell Forest.  The current smoking cessation contract comes to an end on 31st March 2023.

That Public Health begin the procurement process to re commission the smoking cessation programme to start from 1st April 2023.

To approve and adopt the Domestic Abuse Strategy 2022-24

RESOLVED that the Bracknell Forest Domestic Abuse Strategy 2022-24, approved by the Bracknell Forest Domestic Abuse Executive Group, be endorsed.

       i.         Members note the progress made and initial feedback from Department for Education and NHS England relating to the first quarter of implementation.

     ii.         Members note that in support of improvement area 4, a bid has been submitted to the DfE for a 2022 free special school capital fund.

To approve the settled site development plan for Market Street.

       i.         Approves the adoption of the Settled Site Development Plan for Market Street

proposed by the Bracknell Forest Cambium Partnership, noting the amended proposal requires further Planning consent that has still to be considered due to the proposed change in tenure and increased number of affordable homes.

     ii.         Approves spend of up to £0.500m to a nominated Registered Provider from the Council’s s106 affordable housing commuted fund, to support the development of an additional 52 affordable rented homes, increasing the proportion of affordable homes in the Market Street development to 56%.

RECOMMENED that Council approves an equal share of funding needed to undertake this development up to a peak requirement of £12.5m and land drawdown when conditions have been met.

That the updated Contaminated Land Inspection Strategy be approved.

To invite the Executive Member to approve the strategic procurement plan to tender the services for a single organisation to carry out the routine servicing and maintenance of all planned preventatives, responsive maintenance and servicing of the life safety systems across the Council’s portfolio of buildings in Bracknell.

1          The Strategic Procurement Plan to tender for a single organisation to carry out the routine servicing and maintenance of all planned preventative, responsive maintenance and servicing of the life safety systems across the portfolio of buildings in Bracknell Forest be approved.

2          Approval of this Strategic Procurement Plan authorises:

a)         A proposed contractual term of five years with an initial period of 3 years and further two years of optional extensions equating to 3 + 2 years.  The contract is based on a total contract term of 5 years with the first three years to be at a fixed cost.  Subsequent years cost increases to be based on CPI index and open book review, agreed by both parties (as per contract renewal date).  The maximum value over the 5 years is £950,000.

b)         The procuring of services from a single provider.
