The Committee noted: · The representations of the public speaker present at the meeting. · The observation of Bracknell Town Council as outlined in the report. · The objection of Crowthorne Parish Council as outlined in the report. · The 407 letters of objection as outlined in the report. · The 27 letters of support as outlined in the report. · The supplementary report tabled prior to the meeting. · Two further letters of objection as outlined in the supplementary report. · The verbal update on environmental health’s recommendations from the presenting officer at the meeting. · That a site visit had taken place on 8 February 2025 with councillors Brown, Collings, Penfold, Pressland, Temperton and Thompson in attendance.
RESOLVED that the Assistant Director: Planning be authorised to APPROVE the application subject to the following requirements:
- Payment of a pro rata monitoring fee on the grant of permission amounting to £8,200 (i.e. £3660 X 2.24 hectares).
And the following conditions amended, added to or deleted as the Assistant Director: Planning considers necessary: -
01. The development hereby permitted shall be begun before the expiration of three years from the date of this permission. REASON: To comply with Section 91 of the Town and Country Planning Act 1990.
02. The development hereby permitted shall be carried out only in accordance with the following approved plans and other submitted details: -

REASON: To ensure that the development is carried out only as approved by the Local Planning Authority.
03. A) No development shall take place/commence until a programme of archaeological work, including a Written Scheme of Investigation (WSI) has been submitted to, and approved by, the Local Planning Authority in writing. The WSI shall include an assessment of significance and research questions; and: 1.The programme and methodology of site investigation and recording 2.The programme for post investigation assessment 3.Provision to be made for analysis of the site investigation and recording 4.Provision to be made for publication and dissemination of the analysis and records of the site investigation 5.Provision to be made for archive deposition of the analysis and records of the site investigation 6.Nomination of a competent person or persons/organisation to undertake the works set out within the WSI. B) The Development shall take place in accordance with the WSI approved under condition. The use hereby permitted shall not be commenced until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the WSI approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
REASON: The site lies in an area of archaeological potential, particularly for, but not limited to, Prehistoric remains. The potential impacts of the development can be mitigated through a programme of archaeological work. This is in accordance with national and local plan policy.

RESOLVED that the application be APPROVED subject to the following conditions:
1. The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

2. The development hereby permitted shall be carried out only in accordance with the following approved plans and documents received by the Local Planning Authority on the following dates:

REASON: To ensure that the development is carried out only as approved by the Local Planning Authority.
3. The materials to be used in the construction of the external surfaces of the development hereby permitted shall be of similar appearance to those of the existing dwelling.

4. The extension hereby permitted shall not be occupied until the associated vehicle parking has been provided in accordance with the approved drawing. The space shall thereafter be kept available for the parking of a motor vehicle in association with the host property at all times.

5. The extension hereby permitted shall not be occupied, until details of appropriate signage for the car parking space hereby approved have be submitted to and approved in writing by the Local Planning Authority and installed as approved. The signage shall be retained thereafter.

6. The extension hereby permitted shall not be occupied and the parking space shall not be brought into use until a scheme of walls, fences, gates and any other means of enclosure has been implemented in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. The means of enclosure thereby approved shall be retained and maintained thereafter.
