Apologies for Absence/Substitute Members/Quorum

To receive apologies for absence and to note the attendance of any substitute members.

Minutes:

At the commencement of the meeting it was noted that Councillor Barnard had tendered his apologies, Councillor Bettison had been delayed and Councillor Turrell was attending another meeting.  In the absence of substitutes, a quorum had not been achieved.

 

As the information contained in the Assistant Chief Executive’s report was largely for information, it was agreed that the officers should brief the members present on an informal basis.

43.

Declarations of Interest

Any Member with a Disclosable Pecuniary Interest or an Affected Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest.  If the Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

To approve as a correct record the minutes of the meeting of the Committee held on 7 September 2015.

It was agreed that the minutes of the meeting of the Committee held on 7 September 2015 would be submitted to the next meeting for approval..

Any other items which, pursuant to Section 100B(4)(b) of the Local Government Act, the Chairman decides are urgent.

46.

Exclusion of Public and Press

To consider the following motion:

 

That pursuant to Regulation 4 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2012, members of the public and press be excluded from the meeting for the consideration of item 6 which involves the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

 

(3)        Information relating to the financial or business affairs of any particular person (including the authority).

 

(NB:     No representations have been received in relation to the notice published pursuant to Regulation 5 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2012.)

Bracknell Town Centre Regeneration Update

To consider the latest progress report on proposals for the regeneration of Bracknell town centre.

Minutes:

The Assistant Chief Executive highlighted the key points in his report and along with the Chief Executive, Director of Environment, Culture & Communities and Chief Officer: Property answered a number of questions arising from the report.

 

It was noted that the report contained the following recommendations:

 

1        That the approach to the ongoing regeneration of Bracknell town centre as set out in the Assistant Chief Executives report be endorsed.

 

2        That the Executive Member for Culture, Corporate Services & Public Protection be appointed to represent the Committee on the Public Art Strategy Steering Group.

 

In the absence of a quorum, it was proposed to refer the report to the Executive Member for Regeneration and Economic Development for formal approval of the recommendations.

 

The members present indicated that they were content with this approach.
