Freedom of the Borough of Bracknell Forest

To consider a motion to be proposed by the Leader of the Council (Councillor P Bettison) pursuant to Section 249 (5) of the Local Government Act 1972

 

Note:   Section 249(5) of the Local Government Act 1972 enables the Council by Resolution passed by not less than two thirds of the Members voting at an Extraordinary Meeting convened for this purpose, to confer the title Honorary Freeman upon any person of distinction or who has, in the opinion of the Council, rendered eminent services to the Borough.

 

The Motion to be moved by the Leader of the Council:

FREEDOM OF THE BOROUGH OF BRACKNELL FOREST

 

As Leader of the Council I would like to bring forward to the Council for consideration, a Motion that Councillor James G Finnie FRICS the immediate past Mayor, be conferred with the title of Honorary Freeman of the Borough.

 

Jim Finnie was elected to the former District Council in 1976 and served as Chairman of the Development Committee from 1978-1984 and the Planning Committee from 1994 1995; as Chairman of the Liaison Committee for the Physically Disabled from 1992-1994 and Vice-Chairman of the Access Committee from 1996-1997.  He continues to serve on many Committees and Sub Committees and has been a member of Crowthorne Parish Council since 1975.

 

He was elected Mayor of the Borough in May 1997 and played a full part in the transition to a unitary authority.  He was re-elected Mayor when we became a unitary authority on 1 April 1998 and has served the Borough as Mayor of the unitary authority until today. His commitment to the Borough and all its residents is beyond question and he has been tireless in his determination to see Bracknell Forest succeed as one of the new unitary authorities which are quickly becoming established as a model for the future.

 

Jim Finnie has served the Council and the community with much distinction during a particularly critical period and for this reason I have the honour to move the Motion below:

 

That, pursuant to the provisions of Section 249(5) of the Local Government Act 1972, to mark his eminent service as a Councillor since 1976 and, more particularly, his term of office as Mayor from May 1997 to May 2000, Councillor James G Finnie FRICS be admitted an Honorary Freeman of the Borough of Bracknell Forest.
