Declarations of Interest

Members are asked to declare any disclosable pecuniary or affected interests in respect of any matter to be considered at this meeting.

 

Any Member with a Disclosable Pecuniary Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest. If the Disclosable Pecuniary Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

 

Any Member with an affected Interest in a matter must disclose the interest to the meeting.  There is no requirement to withdraw from the meeting when the interest is only an affected interest, but the Monitoring Officer should be notified of the interest, if not previously notified of it, within 28 days of the meeting.

Bracknell Forest Council (Reorganisation of Community Governance) Order 2022 pdf icon PDF 109 KB

To ask Council to approve the Reorganisation of Community Governance Order and ‘related alterations’ request following the formal receipt of consent from the Local Government Boundary Commission for England (LGBCE) to enact the final recommendations of the Bracknell Forest Community Governance Review (CGR).

The special Council meeting had been convened as a result of the Local Government Boundary Commission for England (LGBCE) granting consent for the Council to implement the final recommendations of the Bracknell Forest Community Governance Review.

 

The ‘related alterations’ request, to make minor alterations to the borough warding arrangements, must be sent to the LGBCE before the end of the year in order for them to be implemented in time for the May 2023 elections as such a special meeting of the full Council was necessary.

 

Councillor Birch explained that this was a technical item as Council had previously endorsed the final recommendations of the Boundary Review Group at the special meeting held on 28 September 2022. He explained that now the LGBCE had granted their consent to make the changes the Council could now make the required community governance order.

 

Councillor Birch thanked those councillors, officers and members of the community who had supported the drafting of the final recommendations.

 

Councillor Turrell endorsed Councillor Birch’s comments and explained this has been an intricate and important piece of work and that the outcome of the review has helped ensure that the parish and town wards mean something to residents and reflect their local communities.

 

On the proposal of Councillor Birch and seconded by Councillor Turrell it was

 

UNANIMOUSLY RESOLVED to make the Bracknell Forest Council (Reorganisation of Community Governance) Order 2022 and;

 

UNANIMOUSLY RESOLVED to submit a ‘related alterations’ request to the LGBCE for the borough boundary changes highlighted in yellow in Annexe A 1-6 of the Reorganisation Order
