Purpose:

Recommendation to approve the award of the Children’s Residential Care Framework 2024 for a term of 4 years (with a further 4 optional extension years) from 1st October 2024 to 30th September 2028. The current Children’s Residential Care Contract expires on the 30th September 2024. Bracknell Forest Council has been a partner in the current Children’s Residential Care Framework with 20 other local authorities and will continue in the same partnership. The procurement and contract management of the Framework will be led by Southampton City Council.

Decision:

That the contract award for the Children’s Residential Care Framework managed by Southampton City Council ahead of the new framework’s launch on the 1 October 2024 be approved.

Reasons for the decision:

Bids were reviewed by the Framework Tender Evaluation team led by Southampton City Council and only bids which met the requirements of the specification were accepted onto the framework.

 

To help meet our statutory duties - As a local Authority, our primary duty is to (provided for in section 22(3) of the Children Act 1989) safeguard and promote the welfare of looked after children. Commissioning services from the residential providers on this framework, complies with the functions, duties and powers of this Act and is one way that the Council ensures that it commissions a range of placement types to meet needs. In line with the Children and Social Work Act 2017 the Council must fulfil a number of key principles in how it carries out its duties as a corporate parent for its population of Looked After Children. Securing a range of high - quality accommodation for our Children and Young People is critical to our ongoing support to children in helping them achieve their independence and ambitions.

The Council has already explored alternative options to the Children’s Residential Care Framework in the Strategic Procurement Plan and committed to continue its membership of the Children’s Residential Care Framework at Executive in January 2024.
