Purpose:

To seek approval for an updated Homelessness and Rough Sleeping Strategy, which sets out how the council will work with partners to prevent and manage homelessness and eliminate rough sleeping.


Decision:

RECOMMENDED to the Executive Member for Adult Services, Health and Housing that they:

 

1.              approve the Homelessness and Rough Sleeping Strategy 2021-26 which has been finalised following stakeholder consultation

 

2.              delegate the development of a detailed action plan to the Assistant Director of Early Help and Communities, working with partners in the new Homelessness Forum

Reasons for the decision:

Housing authorities are required to consult public or local authorities, voluntary organisations and other persons they consider appropriate before adopting a new homelessness strategy. Stakeholder consultation has taken place on draft versions of the new Homelessness and Rough Sleeping Strategy and Homelessness Review and Executive approval is now being sought to publish the final version of the new strategy.

Should Executive propose any changes to the Homelessness and Rough Sleeping Strategy or Homelessness Review, these can be accommodated prior to publication of the final version

Financial Impact: The local authority receives grant funding from the Department for Levelling Up, Housing and Communities to support action to prevent and relieve homelessness, as well as funding under the Rough Sleeping Initiative, and grant to support for Discretionary Housing Payments. Actions proposed in the Homelessness and Rough Sleeping Strategy will be funded from these sources.

Housing authorities are required to consult other public authorities, voluntary organisations and specialist agencies before adopting or modifying a homelessness strategy. A draft homelessness strategy has been prepared for stakeholder consultation prior to the development of the final strategy.
