Purpose:

To consider the tender submissions and approve the issuing of the New Contract

Decision:

i.       Notes the supporting information and tender assessment in CONFIDENTIAL Appendices A and B.

 

ii.     Approves the award of a new contract to Supplier B for the delivery of Highway Road Condition Survey Data collection from 1 April 2023.

Reasons for the decision:

The current contract for the collection of road condition data expires on 31 March 2023 and cannot be extended under the terms of the contract. The Council is required to collect this highway data to report annual road condition data to the Government, and to manage the carriageway and footway assets. Additionally, without this data issues such a lack of skid resistance cannot be identified.

Alternative options considered:

Not to award a contract. However, this approach would be contradictory to the approved Highway Infrastructure Asset Management Plan (HIAMP) approved by the Executive in March 2022 and so detrimental to the long-term management of the highway asset.
