Purpose:

Approve the procurement plan to retender the 0-19 service contract from the period of 1st April 2024 for a period of 5 years with 2 x 12-month inbuilt extensions

Decision:

RESOLVED that the procurement plan to retender the 0-19 service contract

from the period of 1April 2024 for a period of 5 years with 2 x 12-month inbuilt extensions is approved.

Reasons for the decision:

Detailed within the confidential report.

Alternative options considered:

1.     For Bracknell Forest council to jointly procure a 0-19 Public Health Nursing service with either RBWM or Slough or with both.

Advantage: This option allows the exploration of financial economies of scale and shared administrative costs

2.     Disadvantage/Risks: RBWM has a single Children’s services (all services) with Achieving for Children. If RBWM decides to pull the public health nursing services contract to enable collaborative commissioning across East Berkshire, this option may be possible in the future. Slough has very different needs from RBWM and Bracknell Forest so procuring a service jointly might impact the distribution of resources. In addition, both areas have different contract end dates and timelines for procurement which could potentially delay our procurement process in Bracknell Forest.
