Purpose:

To approve the Strategic Procurement Plan for the Corporate Cleaning Contract.

Decision:

RECOMMENDED that the Executive Member for Transformation and Finance

 

       i.         agrees to the extension of the current contract arrangements until 30th August 2022 to align with the schools’ academic year.

 

     ii.         approves the Strategic Procurement Plan for Corporate Cleaning.

Reasons for the decision:

       i.         Council’s premises, including Civic buildings, nine Libraries, Youth centres and 10 schools. Due to the value of the requirement, it must be tendered in accordance with Public Contract Regulations 2015 and advertised on the Find a Tender Service (FTS), the South East Business Portal and Contracts Finder.

     ii.         The Council has commissioned additional “deep cleaning” throughout Covid-19 on an as needed basis, which the current contract has enabled us to do. We will therefore wish to ensure that the contract arrangements from September 2022 offers the same flexibility.

Alternative options considered:

       i.         Not providing this service is not an option as Health & Safety standards would not be met.

 

     ii.         Utilising existing frameworks would create a framework within a framework which is not permitted under the Public Contracts Regulations, therefore the only route to market is for the Council to establish an independent framework agreement.
