The Care Standards Act 2000 and National Minimum standards 2010 form the basis of the regulatory framework for the conduct of adoption agencies. Under 18.1 of the National Minimum Standards the Local Authority is required to have a clear statement of purpose which is available to and understood by staff, volunteers, children, birth parents and guardians, prospective adopters and adopters, and is reflected in any policies, procedures and guidance.

It is a requirement for the Statement of Purpose for the Foster Care Service be reviewed and approved by the Executive on an annual basis. The purpose of this report is to seek approval for the Statement of Purpose for 2014
