Executive Decisions

To approve the School Places Plan 2011 - 2016.

That the School Places Plan 2011 – 2016, including the 2011-based forecasts, be approved.

That the Development Plan for Adult Learning 2011-2012 be approved.

1. That the 2012-13 Schools Budget includes funding for the budget proposals as set out in the shaded column of Annex B of Appendix 1 of the Director of Children, Young people and Learning’s Report, calculated at a total of £1.576m, be approved

2. That the decisions made by the Schools Forum on the areas that it holds the statutory decision making power, as summarised in paragraph 2.2 of Annex 1 of the Director of Children, Young people and Learning’s Report, are noted;

3. That in agreeing the proposed budget decisions, the key outcomes, as summarised in paragraph 2.3 of Annex 1, of the Director of Children, Young people and Learning’s Report, are noted.

That the plan and award of contract authorising participation in the new Central Buying Consortium framework arrangement from April 2012 for the majority of the Education Library Service stock supply, primarily for children's fiction and non-fiction be approved.

1. That the responses to the recommendations of the Common Assessment Framework Overview and Scrutiny Working Group outlined in Section 5 of the Director of Children, Young People and Learning’s Report be approved
2. That the members of the working group are thanked for their report.

To agree the proposed approach to Prevention and Early Intervention.

That the approach to Prevention and Early Intervention set out in the Annex to the Director of Children, Young People and Learning’s report be approved.

To award the contract for the final phases (phases 3 and 4) of the works to expand Holly Spring Infant and Junior schools by one form of entry.

That the contract for the Phase 3 and 4 works at Holly Spring Infant and Junior Schools be awarded to the preferred supplier, subject to the final lump sum not exceeding the amount set out in section 1.5 of the Confidential Annex to the Director of Children, Young People and Learning’s report.

To consider the Supporting People Strategy and approach to tendering based on revised Eligibility Criteria.

         i.            That the Supporting People Strategy set out in Annex A of the Director of Environment, Culture and Communities report be approved.

       ii.            That the Revised Eligibility Criteria set out in Annex B of the Director of Environment, Culture and Communities report be approved.

      iii.            That contract standing orders requiring competitive tenders be waived so that negotiation takes place for accommodation based services with Look Ahead Housing Association for services provided at Rainforest Walk and Holly House, Ability Housing Association for services provided at Templars Lodge and Berkshire Women’s Aid for refuge services for those fleeing domestic violence, subject to value for money being demonstrated otherwise these services will be subjected to competitive tender.

     iv.            That the contracts with Bracknell Forest homes, Guinness, Housing 21 and Hanover Housing Associations to provide services to older people be extended to 31 March 2013.

       v.            That the Homelessness Floating Support Contract and the PACT Floating Support Contracts be brought in house and not re-tendered.

To approve the Integrated Transport Capital Programme and Highway Maintenance Programme.

1. That the Integrated Transport Capital programme for 2012/13 be approved.

2. That the indicative Highway Maintenance Capital Programme for 2012/13 be approved

3. That the spending of public art money, included within the Met Office S106 Agreement, on features within the Bracknell Railway Station forecourt be approved. 

That the performance of the Council over the period from October to December 2011, highlighted in the Corporate Performance Overview Report be noted.

To approve the ICT strategy for the borough, to include technology strategy, support for the Customer Contact Strategy and key business/service areas.

That the ICT Strategy 2012-2015 be approved.

To approve the Council's equality objectives for 2012-16.

         i.            That the Council’s Equality Scheme 2012-16 be approved for publication.

       ii.            That the action plan being developed as an integral part of the Council’s service planning process for 2012-13 be endorsed and brought back to the Executive for approval in May 2012

To approve the Carers’ Strategy to ensure that carers within Bracknell Forest have access to information, support, activities and services to enable them to continue in their caring role.

That the Joint Commissioning Strategy for Supporting Unpaid/Informal Carers 2012-2015 and the accompanying Action Plan be approved.

To adopt the Thames Basin Heaths Special Protection Area Avoidance and Mitigation Supplementary Planning Document.

1. That the Thames Basin Heaths Special Protection Area Avoidance and Mitigation Supplementary Planning Document be adopted and that the associated Sustainability Appraisal be published

2. That the Consultation Statement pursuant to regulation 18(4) (b) of the Town and Country Planning (Local Development) (England) Regulations 2004 be approved.
