Executive Decisions

To approve a new 4 year contract with an advertising and marketing agency to administer the commercial sponsorship scheme for locations that have been identified as available or becoming available for sponsorship in the future, for example roundabouts.  This is a concession contract where the contractor contributes back to Bracknell Forest Council an agreed proportion of the income. It is zero cost and the estimated income over the 4 years is £145k.

To approve a contract waiver in relation to clauses 4.1 and 4.2 of the Council’s Contract Standing Orders to enable the extension of the existing commercial sponsorship contract to be extended for a period of four years.

Formal approval of Education Transport Policy for Bracknell Forest children aged 5-16

That the Executive Member agrees the Education Transport Policy Statement 2020/21, for Bracknell Forest Children aged 5-16.

To inform the Executive of the performance of the council for Q2 2020/21

To note the performance of the council over the period from July – September 2020 highlighted in the Overview Report in Annex A of the Chief Executive’s report.

RESOLVED that the Executive:

1          Agree the draft budget proposals for 2021/22 as the basis for consultation with the Overview & Scrutiny Commission and other interested parties or individuals.

2          Agree the Treasury Management Strategy and associated documents at Annexe E of the Borough Treasurer’s report and request that the Governance and Audit Committee review each of the key elements.

3          Note that the Capital Strategy published in 2019 remains relevant and does not require updating at this time.

4          Agree that the 2021/22 Schools Budget be set at the eventual level of the

Dedicated School Grant income plus any accumulated DSG balances and

additional Council funding of £0.253m (paragraph 8.18 of the Borough Treasurer’s report).

5          Authorise the Executive Member for Children, Young People and Learning to agree the allocation of the sums available for schools funding as set out in

Resolution 4 (above) having regard to the decisions and recommendations of

the Schools Forum and to agree detailed budgets for services centrally

managed by the Council.

6          Agrees that the Council Tax Base be set at 47,624 (Band D equivalents) for

2021/22 as outlined in Annexe H of the Borough Treasurer’s report.

7          Approve the virements relating to the 2020/21 budget as set out in Annexes F and G of the Borough Treasurer’s report and recommends those that are over £0.100m for approval by Council.

Bracknell Forest Council is required to prepare and publish a Statement of Licensing Policy every five years in accordance with section 5 of the Licensing Act 2003 (‘the Act’). The Bracknell Forest Statement of Licensing Policy must undergo a review and be republished by the end of January 2021.

That the Executive endorse the policy for submission to the Licensing & Safety Committee.

RESOLVED that the Executive:

1                 Approves, for consultation, a Council funded capital programme of £12.032m for 2021/22 as set out in paragraph 5.19 and summarised in Annex A of the Borough Treasurer’s report, including the new schemes listed in Annexes B – C of the Borough Treasurer’s report.

2                 Approves, for consultation, the inclusion of £5.174 of expenditure to be externally funded (including £1.335m of S106 funding) as outlined in paragraph 5.20 of the Borough Treasurer’s report.

3                 Approves, for consultation, the inclusion of an additional budget of £1m for Invest-to-Save schemes.

- To seek approval for the allocation of S106 funding (£35,000) to support improvements to access and education facilities at Lily Hill Park.

- To confirm which financial contributions secured from developers under Section 106 of the Town and Country Planning Act 1990 will be applied to the project.

That £ 35,000 of S106 contributions (as summarised in ANNEX 1) are allocated to fund improvements to access and education facilities at Lily Hill Park.

To approve the procurement plan for the phased replacement of the current CRM with Low Code technology including primary development of EDS/MIS replacement system. It is platform specific to connect with the telephony system.

The Low Code Netcall Platform Strategic Procurement Plan was approved by the Executive Director: Delivery.

Approval of the eligibility framework and approach for distribution of the Covid Winter Grant. The Covid Winter Grant is a Government support package aiming to give vulnerable households peace of mind in the run up to Christmas and over the Winter months during the pandemic by helping those who need it to have food on the table and other essentials, with the aim of ensuring every child will be warm and well-fed this winter.

Special urgency procedure decision in order to launch this Covid response scheme as soon as possible following 1st December in line with Government guidance.

       i.          That the proposed local arrangements for distribution of the Winter Grant Scheme set out in this report is approved and to commence after the decision, from the 7 December 2020.

      ii.          That further changes to the eligibility criteria and changes to the spending of the funding between the different categories is delegated to the Chief Executive, in consultation with the Leader of the Council.
