Any Member with a Disclosable Pecuniary Interest or an Affected Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest.  If the Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

There were no declarations of personal or disclosable pecuniary interests in relation to items on the agenda.

To approve as a correct record the minutes of the meeting of the Committee held on 2 September 2013.

RESOLVED that the minutes of the meeting of the Committee held on 2 September 2013 be approved and signed by the Chairman as a correct record.

Any other items which, pursuant to Section 100B(4)(b) of the Local Government Act, the Chairman decides are urgent.

There were no urgent items of business.

To consider the following motion:

That pursuant to Regulation 4 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2012, members of the public and press be excluded from the meeting for the consideration of item 6 which involves the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

(3)        Information relating to the financial or business affairs of any particular person (including the authority).

(NB:     No representations have been received in relation to the notice published pursuant to Regulation 5 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2012.)

To consider the latest progress report on proposals for the regeneration of Bracknell town centre.

RESOLVED that

1          The approach to the Development Agreement set out in paras 5.1 - 5.8 of the report be endorsed.

2          The Heads of Terms of the Development Agreement on Winchester House (at Appendix 2 to the report) be approved.

3          The Chief Executive be authorised to enter into legal agreements with Comer Homes regarding the Winchester House site based on the Heads of Terms at Appendix 2 to the report.

4          The Chief Executive be delegated authority to make minor variations to the Heads of Terms with Comer Homes as outlined in para 5.18 of the report.
