THE MAYOR, COUNCILLOR MRS ANGELL, IN THE CHAIR

1.

Declarations of Interest

Any Member with a Disclosable Pecuniary Interest or an Affected Interest in a matter should withdraw from the meeting when the matter is under consideration and should notify the Democratic Services Officer in attendance that they are withdrawing as they have such an interest. If the Interest is not entered on the register of Members interests the Monitoring Officer must be notified of the interest within 28 days.

2.

Election of the Mayor of the Borough of Bracknell Forest for the 2014/15 Municipal Year

Following the election the Mayor will make the Declaration of Office.

Minutes:

It was proposed by Councillor Mrs Angell, and seconded by Councillor Bettison, that Councillor Kendall be elected Mayor of the Borough of Bracknell Forest for the Municipal Year 2014/2015.

 

There being no further nominations it was

 

RESOLVED that Councillor Kendall be elected Mayor of the Borough of Bracknell Forest for the 2014/2015 Municipal Year.

 

Councillor Kendall was then invested with the Mayoral Chain of Office and then made and signed the Declaration of Acceptance of Office of Mayor and thanked Members of the Council for his election.

In his acceptance speech Councillor Kendall thanked colleagues for supporting his election.

3.

Vote of thanks to the retiring Mayor

Minutes:

Councillor Bettison delivered a vote of thanks to the retiring Mayor, Councillor Mrs Angell.

4.

Response by the Immediate Past Mayor

Minutes:

The retiring Mayor, Councillor Mrs Angell, in her response thanked her fellow Councillors for their support during her Mayoral year.

 

Councillor Mrs Angell announced that she had raised £17,800 and presented a cheque to her charity, Thames Hospice, and thanked everyone who had attended her charity events and contributed to their success. Amelia Slaughter, accepted the cheque on behalf of Thames Hospice and thanked the Mayor for raising awareness of the charity.

 

Councillor Mrs Angell thanked Sarah Holman, Mayoral Support officer, for supporting her and also thanked Democratic Services for their assistance during her mayoral year.

 

Father Guy Cole accepted Councillor Mrs Angell’s thanks and gift for his work as Mayor’s Chaplain.

 

Councillor Mrs Angell said it had been an enjoyable year and highlighted the Citizenship Ceremonies, working with the Youth Council and the Freedom of the Borough being awarded to John Nike OBE as memorable events. 

 

Councillor Mrs Angell paid special thanks to her consort, Councillor Angell for his unwavering support during the year.

 

Councillor Mrs Angell was presented with the badge of Immediate Past Mayor by the Chief Executive.

5.

Appointment of the deputy Mayor of the Borough of Bracknell Forest for the 2014/15 Municipal Year

Minutes:

It was proposed by the Mayor and seconded by Councillor Allen that Councillor Blatchford be appointed Deputy Mayor of the Borough of Bracknell Forest for the Municipal Year 2014/2015.

 

There being no further nominations, it was

 

RESOLVED that Councillor Blatchford be appointed Deputy Mayor of the Borough of Bracknell Forest for the Municipal Year 2014/2015.

 

Councillor Blatchford was invested with the Deputy Mayoral Chain of Office and then made and signed the Declaration of Acceptance of Office of Deputy Mayor.

 

The Deputy Mayor thanked the Council for his appointment and announced that his wife, Mrs Blatchford, would be his Consort for his term of office. The Deputy Mayor’s Consort was then invested with the Chain of Office.

 

The Deputy Mayor thanked the Council for his appointment.

 

ADJOURNMENT

 

The Council meeting was adjourned for 15 minutes to allow for photographs to be taken.

Mayor's Announcements

Minutes:

Immediate Past Mayor

 

The Chief Executive presented Councillor Mrs Angell with a gift to mark her year as Mayor of the Borough of Bracknell Forest in 2013/14.

 

Mayoral Charity

 

The Mayor announced that Pancreatic Cancer Research Fund would be his charity for the forthcoming municipal year.

 

Executive Member for Environment

 

Councillor Mrs Hayes commended the Ringway team who had spent the weekend cleaning and painting a subway that had been badly damaged from a fire due to vandalism.  Councillor Hayes added that the Green Machine Community Repaint scheme had provided the paint and thanked all involved in the process.

 

Councilor Mrs Hayes and Councillor Virgo gave a presentation on a proposal of creating large poppies to commemorate the centenary since the start of World War One.  The large fiber glass poppies would be planted in gateways and thoroughfares to be seen by all residents and visitors driving through the borough.  It was noted that permission had been secured by the British Legion to use their emblem and the poppies would cost in the region of £500 each.  

 

Executive Member for Culture, Corporate Services and Public Protection

 

Councillor McCracken was pleased to announce that the Bracknell Gymnastics Club had won first, second and third place at the International Gymnastics Cup in Scotland.  Councillor McCracken asked Members to join him in congratulating the club on their significant achievement.

The Leader of the Council announced that he had made appointments to Committees of the Executive and its Advisory Panels (Annex A to these minutes).

 

Appointment of Members to External Organisations

 

The Leader of the Council announced that he had made appointments to external

organisations, whose functions solely related to the Executive (Annex B to these

minutes).

8.

This report asks Council to agree:

 

a)         the establishment and membership of committees;

 

b)         appointments to external organisations; and

 

c)         the appointment of Council Champions.

Minutes:

On the proposition of Councillor Bettison, Leader of the Council, seconded by Councillor Birch, it was:

 

RESOLVED that:

 

(i)                  the establishment of ordinary committees, their size and allocation of seats to political groups, be as set out in paragraph 6.1 of the agenda report;

 

(ii)                the establishment of the Overview and Scrutiny Commission and the Standards Committee, their size and allocation of seats to political groups, agreeing a local variation to the proportionality rules, be as set out in paragraph 6 of the agenda report;

 

(iii)               the membership of each committee, in accordance with the wishes of the political groups be as set out in Annex A appended to these minutes;

 

(iv)              appointments to external organisations be as set out in Annex B appended to these minutes;

 

(v)               the appointment of Council Champions in accordance with Part 1 Section 7 of the Constitution be as set out below:
