To consider and approve the minutes of the meeting of the Executive held on 12 April 2016.

RESOLVED that the minutes of the meeting of the Executive on 12 April 2016 together with the accompanying decision records be confirmed as a correct record and signed by the Leader.

The Executive considered the following items.  The decisions are recorded in the decision sheets attached to these minutes and summarised below:

To approve the further savings proposals outlined in this report.

RESOLVED that the Executive recommend to Council the savings proposals outlined below:

The savings proposals with staffing implications, following the shorter consultation period, were as follows:

To approve the 2016/17 Integrated Transport Capital Programme.

RESOLVED that the Executive approves the 2016/17 Integrated Transport Capital Programme as detailed in Annex 1 attached to the agenda papers.

The Comprehensive Local Plan (CLP) will set out a planning framework for the Borough, including the allocation of sites for the period to 2036. This report seeks approval of the CLP Issues and Options document (see Appendix A to this report) for publication for a period of public consultation between 13 June and 25 July 2016. Approval of a consultation strategy is also sought (see Appendix B to this report).

RESOLVED that;

(i)         the Executive agrees the Issues and Options document (Appendix A) and Consultation Strategy (Appendix B) attached to the agenda papers:

(ii)        subject to Executive accepting recommendation (i) above, the Issues and Options document (Appendix A) and other supporting consultation material be published for a period of public consultation starting on Monday 13 June and ending on Monday 25 July.

(iii)       minor changes to the Issues and Options document and other supporting consultation material be agreed with the Executive Member for Planning and Transport in consultation with the Chief Officer Planning, Transport and Countryside.

1.1          To award contracts for the expenditure in two areas -

§  The main construction contract for the enhancement of Coral Reef

§  The aquatic package associated with the main construction contract

RESOLVED that;

(i)            subject to a supplementary capital approval, the Executive award the main contract for Coral Reef to Tenderer B in the confidential annexe;

(ii)           subject to a supplementary capital approval, the Executive award the aquatic package to Van Egdom BV.

(iii)          the Executive recommend to Council that a supplementary capital approval of £1,575,000 be provided for the Coral Reef repair and improvement project.

To consider the following motion:

That pursuant to Regulation 4 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2012, members of the public and press be excluded from the meeting for the consideration of item 10 which involves the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

(3)        Information relating to the financial or business affairs of any particular person (including the authority holding that information).

RESOLVED that pursuant to Regulation 21 of the Local Authorities (Executive Arrangements) (Access to Information) Regulations 2000, members of the public and press be excluded from the meeting for the consideration of the following item which involves the likely disclosure of exempt information under the following category of Schedule 12A of the Local Government Act 1972:

(3)        Information relating to the financial or business affairs of any particular person (including the authority).
