Purpose:

To agree that subject to the 2020-21 Schools Budget proposals to be presented to the Schools Forum in November confirming the significant budget pressures currently anticipated, that requests are made to the DfE to transfer funds from the Schools Block to the High Needs Block and that the Minimum Per Pupil Funding (MPPF) level is set below the amount ordinarily required minimum amount

Decision:

Taking account of the decisions taken at the 21 November 2019 Schools Forum meeting, the Executive Member:

 

1.               DOES NOT AGREE that a request be made to the DfE to transfer 0.5%, around £0.375m, of SB Funding to the HN Block;

 

2.         DOES NOT AGREE that a request be made to the DfE to set the MPPF values below the minimum amount normally required

Reasons for the decision:

To ensure that the 2020-21 Schools Budget is set in accordance with the priorities of the Executive, taking account of the views of schools, the Schools Forum, the funding framework and the anticipated level of resources.

Schools have been consulted on the expected proposal to transfer funds from the Schools Block to the High Needs Block. The DfE announced that the for the first time in 2020-21 that MPPF levels would be mandatory at LA level. This was after the council had issued its consultation with schools. Therefore, only the Schools Forum will be consulted on this aspect
