Purpose:

To agree the Council's response to the consultation from Bracknell Town Council on their draft Neighbourhood Plan (Regulation 14 pre-submission consultation), subject to the decision of the Executive on 17th July 2018 which seeks to delegate approval of the Council's response to the Leader.

Decision:

That the Council’s response to Bracknell Town Council on their draft Neighbourhood Plan be agreed as set out in Appendix A to the report.

Reasons for the decision:

The Council has a statutory duty set out in paragraph 3(1) of Schedule 4B of the Town and Country Planning Act 1990 (as amended) (“the Act”) to provide advice and assistance to qualifying bodies undertaking neighbourhood planning.

 

Alternative options considered:

The alternative option is for the Council not to respond to the pre-submission consultation.  However, for the reasons set out at paragraphs 6.2, 6.5 and 6.6 in the report, officers consider a response should be provided at this stage, in the spirit of co-operation and broad compliance with its statutory duty.
