Purpose:

To seek approval of award of the Road Condition Survey Contract

Decision:

That the Road Condition Survey Contract due to commence on 1 April 2018 be awarded to Tenderer B.

Reasons for the decision:

1.    Highway condition surveys are undertaken using a variety of methods including SCANNER (Surface Condition Assessment for the National Network of Roads) which is a specification for automated road carriageway condition surveys, SCRIM (Sideway-force Coefficient Routine Investigation Machine), CVI (Coarse Visual Inspection) and FNS (Footway Network Survey). These surveys are all undertaken using national specifications and the processed data outputs are loaded into Highway Authorities UKPMS (UK Pavement Management System) software for analysis. The data is used for producing forward programmes of work and reporting National Indicators to Central Government.

 

2.    Failure to award this contract would inhibit the Council from making essential returns to central Government – Single Data List and Whole of Government Accounts.

 

Alternative options considered:

 

An alternative might have been the use of an existing OJEU compliant framework agreement; however no suitable framework agreements were identified.
