Purpose:

To approve the contract award for the provision of the 0-19 Public Health Nursing Service.

Decision:

That the Executive Member for Adult Services, Health and Housing awarded the  0-19 Public Health Nursing Service contract to Tenderer A, Option B (Proposal 4) (as set out in confidential annex of the Director of Adult Social Care, Health and Housings report) which will  commence on 1st April 2018.

Reasons for the decision:

1.    Ensuring adequate provision of health visiting and school nursing services is a mandatory responsibility of the Council.  The current contracts for Health Visiting and School Nursing services expire in March 2018.

 

2.    Following a 3 month consultation with parents and stakeholders between November 2016 and February 2017, an evaluation of options for the future provision of children’s public health nursing services was carried out.  The Executive accepted the recommendation to go out to tender for a 0-19 public health nursing service that would combine health visiting and school nursing functions. 

 

3.    A competitive tender process has been completed and a preferred solution has been identified.

 

4.    The Executive Member for Adult Social Care, Health & Housing has been authorised to award the Contract as the recommended bid is within the available budget.

Alternative options considered:

1.    To not invest in the continued provision of 0-19 public health nursing services.  This would be likely to significantly undermine health outcomes in both young children and parents and represent a false economy in relation to the resulting demand on other services.

 

2.    To integrate Health Visiting and School Nursing into existing council services rather than procure a service from an external provider.  The outcomes of the consultation exercise demonstrated little support for bringing public health nursing services into the council.
