Purpose:

To authorise a five year contract extension for hosting and maintenance in relation to the e+ programme.

Decision:

That the Executive Member authorises a five year extension to the hosting and maintenance contract with Smartcitizen from the 29 October 2017 until the 28 October 2022.

Reasons for the decision:

The Council has an existing contract with Smartcitizen which expires in October 2017. Due to the integral way that Smartconnect (hosting software supplied by Smartcitizen) is imbedded within the products related to e+ there can be no e+ programme without Smartcitizen. As such since the Council values the benefits that are delivered by the e+ card the contract with Smartcitizen must be extended.

Alternative options considered:

Work was undertaken on behalf of the Council by iESE to look at options for alternative suppliers to provide a hosting and maintenance contract. These were discounted as being unviable due to the integration of Smartcitizen with e+ products.

Financial Impact: Other than the inflation allowances included within the existing contract there are no financial implications arising from this decision.
