Decision:

To procure a new carers support service providing advice, information and guidance to adult carers, young carers approaching adulthood, and parent carers of young people approaching adulthood, for a fixed price of £80,000 per year, for period of two years, with the option of two further one year periods.

Reasons for the decision:

The current contract has reached the end of it's intended original term, including the optional additional years. The Council has a statutory duty under the Care Act 2014 to provide carers with support in order to protect and enhance their well-being, and to maintain the well-being and continuity of caring arrangement for their cared for person.

Alternative options considered:

There are no further options available to extend the contract. The new contract will allow for an initial period of two years (with the option to extend for a further two one-year periods) during which a whole of life carers pathway will be identified with the intention of potentiall remodelling the way carers are supported within the borough and also further afield where the cared for person resides in the borough. This fits well with the intention of the People Directorate to provide streamlined support to people throughout the whole of their lives.

The possibility of jointly procuring a carers support service with neighbouring local authorities was explored but there was no possibility of this as none had contracts that were at a stage where re-procuring the service was appropriate.
