To use Halton Housing Trust vehicle leasing framework for the procurement of leased vehicles for the Council.

Leases for the Council’s vehicle fleet have been provided by a Framework Agreement for the last four years. The contracting authority on this agreement is the Halton Housing Trust. This Framework has now expired and has been replaced by a similar agreement

Other frameworks are available for vehicle leasing through organisations such as Office of Government Commerce (OGC) and Eastern Shires Purchasing Organisation (ESPO), however, all of the frameworks on offer ensure ‘value for money’ by carrying out cost comparisons against each of the providers listed within the framework for every new leasing arrangement. Many of the providers are the same across all of the frameworks and therefore offer no advantage to the Council over the Halton one, which has already been successfully used by the Council for the past four years.
