To approve the Adult Learning plan for delivery and spend of the adult learning grant 2011/12.

That the Development Plan for Adult Learning 2011-2012 be approved.

1. The planning, provision, management and quality assurance of Adult Learning in Bracknell Forest is funded by the Skills Funding Agency under a contract secured by negotiated targets for learner outcomes for the academic year 2011-2012.

2. Officers have worked with the Skills Funding Agency to propose indicative learner volumes, the programme of activity to achieve these and the unit costs, as a basis for securing the grant. For the academic year 2011-2012 the grant has remained at the same volume and value as the previous three years.

3. This Plan has been designated as a further transitional plan for the academic year 2011-2012. It is inappropriate for a new three year strategic Development Plan for 2011-2014 due to the introduction of Minimum Contract Levels by the Skills Funding Agency.

This plan reflects the contractual requirements issued by the Skills Funding Agency as a basis for claiming grant.  The plan has been written to confirm the Borough's strategic direction for Adult Learning, to focus on the on-going quality improvement agenda and to provide an updated description of the nature and scope of the service provision.
